OVERVIEW / MISSION
The United States Climate Action Partnership (USCAP) describes its mission as “United States Climate Action Partnership (USCAP) is a group of businesses and leading environmental organizations that have come together to call on the federal government to quickly enact strong national legislation to require significant reductions of greenhouse gas emissions.”

BACKGROUND
The Meridian Institute in 2006 helped “several large companies and national NGOs in establishing what eventually became known as the United States Climate Action Partnership (USCAP).” Meridian continues to assist USCAP in its growth and programs; USCAP is listed on Meridian’s Web site as an ongoing project. USCAP is also listed as a client of the Lighthouse Consulting Group, which handles advocacy and lobbying campaigns.

USCAP unites businesses with nonprofit organizations that focus on climate and the environment. USCAP's “A Call for Action,” the result of a year-long collaboration, outlines mandatory, market-based steps for limiting greenhouse gas (GHG) emissions.

In early 2007, USCAP proposed that the 110th Congress (succeeded in January 2009 by the 111th Congress) enact the report’s recommendations.

USCAP released an updated document of “consensus recommendations,” -- “A Blueprint for Legislative Action,” in January 2009. USCAP claims “Blueprint” was produced in response to lawmakers’ requests “for more detail.” In December 2009, USCAP released economic analysis concluding that the U.S. economy would grow "...about 70 percent through 2030 even as it adopts policies to lower greenhouse gas emissions leading to a more sustainable environment..." Many of USCAP’s business members are large American corporations. Founding members include Alcoa, Honeywell, and General Electric. Member organizations with an environmental focus include the Environmental Defense Fund and the Pew Center on Global Climate Change.
