The CTI framework encompasses seven steps, outlined below, to guide the assessment of a company’s circular performance.

The first four steps are focused on the actual performance measurements for a company and yield quantitative results. The final three steps yield qualitative results that can serve to provide context for the quantitative results.
The World Business Council for Sustainable Development (WBCSD), with the support of others, developed the CTI framework as a universal framework for measuring circularity. The framework can be used to measure circularity of individual products, business segments, or entire businesses.
