The IPCC was established by the United Nations Environment Programme and the World Meteorological Organization.

OVERVIEW/MISSION
The IPCC was created to "provide the world with a clear scientific view on the current state of climate change and its potential environmental and socio-economic consequences." IPCC's Web site calls the panel "a scientific body."

BACKGROUND
The United Nations Environmental Programme
and the World Meteorological Organization jointly established IPCC in 1989 "…to provide the governments of the world with a clear scientific view of what is happening to the world's climate…" Its first assignment was "to prepare a comprehensive review and recommendations with respect to the state of knowledge of the science of climate change; social and economic impact of climate change, possible response strategies and elements for inclusion in a possible future international convention on climate." That first IPCC Assessment Report was released in 1990. Since then, IPCC has released three more assessment reports plus other reports on specific topics related to climate change.
