OVERVIEW / MISSION:
The Western Climate Initiative (WCI) summarizes its purpose as: “The WCI is a collaboration of independent jurisdictions working together to identify, evaluate, and implement emissions trading policies to tackle climate change at a regional level.” WCI writes that the "centerpiece" of its strategy is a regional cap-and-trade program that it says "will cover nearly 90 percent of the GHG emissions in WCI states and provinces" when operational in 2015. WCI's overarching goal is to reduce emissions that cause global warming “to 15 percent below 2005 levels by 2020.”
